Liminal 0.0.26 — live compose dock, email preview, Azure ARM & Kimchi

v0.0.26 makes writing and composing visible as it happens: the desktop compose dock opens on the first streaming byte of write_file, edit_file, and Gmail/Outlook drafts, and email HTML renders as styled preview instead of raw markup. The harness adds Azure ARM subscription and resource tools, a Kimchi provider path with rate-limit-aware retries, and OSC 133 shell markers so the agent terminal knows when commands finish.

• Desktop WebView lifecycle — Off-screen WebView2 pause to reduce GPU/memory churn
